What is the purpose of this NPC?
This is a high ranking operative of Ministry of Innovation, devout to the Technocratic branch of it. Rue's mainly going to appear as somebeast responsible for a lot of interaction with Player Characters in Bouillabaisse Harbour. They are de facto in charge of all Ministry of Innovations non-scientific operations in the city, including recruitment and sabotage.
Is this NPC unique, elite, one of many, etc?
Rue is exceptional Savant, but by no means an unique beast within the Ministry. Each city and area have an operative put in charge of all MinoInn operations within it. Rue just so happened to be responsible for the Harbour and as such, they will be recurring character.

Physical Description
Rue is a black fox. They keep their fur extremely well groomed and as smooth and shiny as marble. They look very androgynous and wear clothes that break the gender conventions, mixing parts of masculine and feminine outfits.

History
Rue was born to two scientists of Ministry of Innovation. They were chosen and willingly given by their parents for experimental raising track. One which turned them into loyal and very capable agent working for the Ministry. However, it was Rue's exceptional talent for noticing patterns that allowed them to survive through this experiment. Most others simply were destroyed by it.
Now however, Rue is showing their peak efficiency. Caring no longer for simple concepts like gender, they work solemnly for the Plan and the Ministry. It is their home and they will fiercely do what they can to serve it. Climbing through ranks, they became one of the more trusted and important Savants in the Ministry, ultimately becoming responsible for all actions within the Bouillabaisse Harbour.
